PAS 2161: Road Condition Monitoring for English Local Authorities | WDM Update

The consultation on PAS2161 Road Condition Monitoring closed in May 2024, and the BSI reconvened the steering group in June 2024 to review the 180 comments received. This has resulted in a number of changes for the Technical Author of PAS2161 from the TRL to make to the previous draft. The final version of PAS2161 is still scheduled for publication later in 2024.

The Department for Transport will be commissioning a separate piece of work to define and run the approval process, that is to consider how well the various survey techniques replicate Benchmark data collected by a number of reference Engineers. It was initially envisaged that this exercise may take place in Autumn 2024; however, it’s not clear whether the election will have introduced delays to the process.

WDM have developed a working methodology using data from the Road Assessment vehicles that performed well in the study network surveys collected in July 2023 TRL Road Condition Monitoring Data - Network Study. This is currently being refined to reflect some changes made to the draft PAS2161, and to introduce some additional data streams from the RAV surveys that WDM believe complement the existing condition measures to identify different failure modes.
