The UK’s Benchmark for Surface Condition Monitoring

SCANNER surveys are the standard for classified road assessment across England. Mandated by the Department for Transport (DfT), they provide local authorities with consistent, objective condition data to calculate the Road Condition Indicator (RCI), track deterioration, and meet national reporting obligations.

Developed from TRACS-Type Surveys (TTS), SCANNER introduced national rules around how surface condition is captured, classified, and submitted. It remains the recognised method for reporting items 130-01 and 130-02 in the Single Data List.

What the Survey Delivers

SCANNER surveys use vehicle-mounted sensors to capture surface condition at traffic speed. Surveys are typically carried out on ‘A’, ‘B’, and ‘C’ roads, with some councils also covering unclassified routes.

Each survey delivers:

  • Automated measurement of surface defects, including rutting, cracking, texture and edge deterioration

  • RCI values calculated in line with DfT definitions

  • Outputs in HMDIF or WDM® Interchange Format for UKPMS

  • Data to support SCRIM site selection and maintenance prioritisation

  • Mandatory indicators 130-01 and 130-02 for national reporting
