The UK’s Benchmark for Surface Condition Monitoring
SCANNER surveys are the standard for classified road assessment across England. Mandated by the Department for Transport (DfT), they provide local authorities with consistent, objective condition data to calculate the Road Condition Indicator (RCI), track deterioration, and meet national reporting obligations.
Developed from TRACS-Type Surveys (TTS), SCANNER introduced national rules around how surface condition is captured, classified, and submitted. It remains the recognised method for reporting items 130-01 and 130-02 in the Single Data List.
