Understanding PAS 2161: The UK Road Condition Monitoring Standard

What PAS 2161 means for road data, reporting and future-ready asset management

PAS 2161: What You Need to Know

PAS 2161:2024 is the updated UK’s Publicly Available Specification for road condition monitoring (RCM) data, developed by the British Standards Institution (BSI) in partnership with the Department for Transport (DfT) and industry stakeholders.

It sets out a clear, consistent framework for collecting, processing, validating and reporting road condition data used in national statistics and asset-management decision-making. Unlike its predecessor, the standard is technology-neutral, enabling local authorities to choose from a range of compliant RCM solutions.

WDM has a comprehensive range of PAS 2161 resources available, including technical guidance, FAQs, standards updates and practical insights to support confident planning and delivery.
