What is PAS 2161?

PAS 2161 has been the standard for road condition data and monitoring in the UK since September 2024. Released by the Department for Transport (DfT) with the aim of enhancing maintenance and road quality across the UK, these regulations aim to improve the quality of data gathered by Local and Road Authorities to enable better monitoring, planning, and prioritising for highway maintenance activities.

Under PAS 2161, there is a list of approved technologies that can be used to procure a road condition monitoring survey, expanding on the initial single option that had been available in the past. This change from a single option in SCANNER to multiple vendors means you can pick the system with the features that best match your budget and needs.

PAS 2161 Responsibilities for Local Authorities

The main thing that PAS 2161 introduced was the expansion of available technologies for road condition monitoring to an improved list which includes WDM’s PASWFE system – enabling our RAV surveying services to be used for PAS 2161 compliant monitoring.

However, there are still a number of other responsibilities that Local Authorities and Road Authorities must uphold under the combined current and previous guidelines. This includes:

  • Obtaining road condition monitoring data on road networks in their jurisdiction, and reporting this annually to the DfT
  • Using road condition monitoring data to inform an effective highway maintenance strategy
  • Procuring additional data from their road condition monitoring data supplier, to go beyond the minimum data required for national reporting
  • Ensuring time and coverage guidelines are met

PAS 2161 hasn’t been fully implemented yet, with the first data reports being required by spring 2027 – reporting on the data collected between April 2026 and March 2027.
